Cabinet and shelves to level?

We had brought a tile floor in our basement with the hopes of adding kitchen cabinets for a summer kitchen, we noticed when the man installed the floor is a 2-inch difference is from one end to another, we have asked, why was not leveled He said you could not on 2-inch tiles.
